It runs until 20 November, and a leaders’ summit is scheduled for 11–12 November. This is not a distant diplomatic event. The talks will help decide whether the rains become more predictable, whether food and power get more expensive, and what kind of world our children inherit.

Africa’s strengths

Africa holds about 60% of the world’s best solar resources, yet only around 1% of global installed solar capacity. The continent also has the youngest population on Earth, with about 70% of sub-Saharan Africans under 30. The Congo Basin, often called the planet’s “second lung,” generates atmospheric rivers that feed rainfall across Eastern and Southern Africa and even shape weather as far away as South Asia.

The momentum is real. Africa added 54% more solar capacity in 2025 than the year before, and 20 African countries set records for solar panel imports. Africa is ready to build.

The injustice

The money is not following the potential. The IEA found that Africa receives just 2% of global clean energy investment despite being home to nearly 20% of the world’s people. It also found that the cost of capital for large clean energy projects in Africa is two to three times higher than in advanced economies. These figures come from the IEA’s 2023 report, and they remain the standard reference.

A higher cost of borrowing means the same solar farm costs more to finance, which means higher tariffs for households and fewer projects that ever get built. About 40% of Africa’s population still has no electricity. Meanwhile, Africa has produced less than 3% of the world’s energy-related CO2 emissions to date.

What leaders should demand

Grants, not loans. Adaptation to floods, droughts and heat is not a profit-making investment. Loans pile more debt onto countries that already struggle with it. African negotiators are pushing for a formal space at COP31 for talks on adaptation finance and trade, and they expect resistance from wealthy countries.

Polluters must pay. Countries and companies that caused the crisis should carry the cost. The IEA estimates about $28 billion a year in concessional capital could mobilise $90 billion a year in private investment by 2030. That is small next to global energy spending, and the IEA compared it to the cost of one new LNG terminal a year.

Real money reaching communities on the front line. Pledges are not enough. One commentator argues that Africa should not leave Antalya without a decision putting adaptation finance on track to match mitigation finance by 2030. Money has to reach the farmers, towns and clinics that feel the damage first.

Be the change you want to see

Negotiators respond to pressure, and a united African position is stronger when citizens back it. Writers following the talks have noted that Africa has the legitimacy, arguments and data, but sometimes lacks coordination. A public message helps close that gap.

It takes about 30 seconds. Tweet your leaders here

Add your voice before the talks begin. Ask for grants, not loans. Ask for polluters to pay. Ask for real money for the communities facing the worst of it.

COP31 opens tomorrow, 9 November, in Antalya, Türkiye.
